Rome [ENA] Azerbaijan’s Minister of Foreign Affairs Jeyhun Bayramov and EU High Representative for Foreign Affairs and Security Policy Josep Borrell have held a telephone conversation. The sides exchanged views on the latest situation in the region, signing of a tripartite statement on a complete ceasefire and cessation of all hostilities, including the withdrawal of the Armenian armed forces from the surrounding regions of the

Nagorno-Karabakh region of Azerbaijan on the basis of the UN Security Council resolutions, return of internally displaced peole (IDPs) to their homes, implementation of humanitarian exchanges, as well as the issues of opening all communications including the construction of new communication lines. High Representative Joseph Borell praised the signing of a trilateral statement by the President of Azerbaijan, the Prime Minister of Armenia and the President of Russia on November 10. He stressed the importance of respecting the agreement and ensuring its implementation. Joseph Borell stressed the need to continue the dialogue between the parties.

Before now the European Union welcomed the agreement reached on 10 October on a humanitarian ceasefire between Armenia and Azerbaijan. The EU urged the sides to rigorously abide by this agreement and called on all actors, including external parties, to refrain from any actions that could lead to further casualties. In this respect, EU noted with extreme concern the reports of continued military activities, including against civilian targets, as well as civilian casualties and urged the sides to ensure full respect of the agreement on the ground.

The EU also called upon the sides to engage in substantive negotiations without delay under the auspices of the OSCE Minsk Group Co-Chairs, without preconditions and on the basis of the agreed upon principles. The EU continues to support the work of the OSCE Minsk Group Co-Chairs in seeking a negotiated political solution to the conflict and will remain engaged in efforts towards lasting peace in the region. EU High Representative for Foreign Affairs and Security Policy Josep Borrell welcomed the cessation of hostilities in and around Nagorno Karabakh.

“The Russian-brokered ceasefire that has been agreed on Monday between Armenia and Azerbaijan will help to prevent the further loss of life and is hopefully a first step towards a comprehensive settlement,” Borrell said in a statement. He added that “negotiations will now need to ensure that any settlement is sustainable.” “The European Union continues to support the established, OSCE Minsk Group Co-chairs led, format and stands ready to contribute to these efforts and to the implementation of agreements for a peaceful and prosperous development of the entire South Caucasus region,” the High Representative stated on 11th November. Today EU High Representative greeted the signing of trilateral statement on Nagorno-Karabakh.
