In the last weeks, however, the fighting has been much more violent. Ganja is the second largest city in Azerbaijan, the city of the medieval poet Nizami Ganjavi and is 60-70 km from the conflict zone and has half a million inhabitants. 13 civilians have been killed (including 3 small children) and over 50 injured.

This is the third consecutive atrocious attack on Azerbaijan's second largest city since the start of Armenia's new aggression against Azerbaijan. Armenia's deliberate and indiscriminate targeting of civilians, in blatant violation of the norms and principles of international law, including international humanitarian law, as well as the declared humanitarian ceasefire, intentional killing of peaceful people, constitutes a crime of war and a crime against humanity and the leadership of Armenia bears full responsibility for this crime. The continued aggression of Armenia, the cruel attacks on civilians, must be stopped and the international community must mediate to end the war that involves inhuman acts.

It is necessary that the two countries return to the negotiating table and cease fire. The political-military leadership of Armenia, which uses terror as its state policy, bears the responsibility of the order given to the rocket to bomb the peaceful population. The Republic of Azerbaijan declared that, on the basis of the mechanisms of national and international law, the perpetrators of this crime will be brought to justice. 15 years ago, the European Union seriously attempted to mediate the dispute between the two countries. And it largely failed. After this failure, the EU largely gave up trying to influence the course of the conflict.

The current round of fighting can give way to a new phase of diplomacy designed to implement the so-called Madrid Principles. Under these principles, Armenia would cede control of seven occupied Azerbaijani districts, but maintain a land corridor to Nagorno-Karabakh and engage in talks on the status of the region. EU diplomacy could facilitate the process by putting much more pressure on both Armenia and Azerbaijan to start implementing the Madrid Principles. But, the EU can only act with the consent of Armenia, Azerbaijan, the OSCE Minsk Group co-chairs, and now Ankara (given its support for Baku).

Armenia continues to commit “war crimes” in Azerbaijan, killing civilians there, including children, Turkish Foreign Minister Mevlut Cavusoglu said on Twitter. "Silence in face of savagery means complicity in murder. Those who do not claim their share of humanity will be held accountable for their crimes," Mevlut Cavusoglu said. Last but not least, it’s vital to remember that tolerance towards religious minorities and the good coexistence between different religious currents and denominations constitute a unique Azerbaijani reality which has endured for centuries.
